The temporary Mayor was replaced by Nicolas Limcaoco, who succeeded in establishing peace and order in the crime-ridden and war-torn community. The most successful step he took was to appoint a well-known and feared resident and directed him to control the crime. Since then peace remained in the area. The government reorganized the boundaries of the barrios and created eighteen (18) as full barangays.
The Presidential Decree to spread industrial establishments outside the fifty-kilometer radius of Manila proved beneficial to Cabuyao. Among the first industrial firms to settle in Cabuyao was the RAM food products, followed by Continental Chuwa Phils., Regina Food Manufacturing (RFM) Corporations, Du Pont Far East, Alliance Textile Mills Inc., Nestle Phils. (formerly a Filipino company) and Mineral Processing Plant. This development transformed the almost exclusively agricultural town in to an agro-industrial community.
Cabuyao is leading the way towards progress and value, it became the technological melting pot of the province along with Calamba and Sta. Rosa. Proofs of this are the major developments in the area that accelerated commercial growth and progress. The development or the investments on about 143 hectares Light Industry and Science Park of the Philippines and technology-based industries, generated major job opportunities for Cabuyenos. It created also more income for the municipality. The project of the National Government CALABARZON contributes a great help for the municipality to become an industrialized town.
